THE PTA COUNCIL
Chartered
and incorporated in 1996, the Charlotte Mecklenburg Council of PTAs
& PTSAs, Inc. (the “PTA Council”) serves as the
chartered liaison between NC PTA and the local PTA units. The PTA
Council’s main purpose is to provide guidance, support, technical
assistance and leadership training for the local PTA units within
Mecklenburg, which primarily consists of the Charlotte Mecklenburg
Schools. The PTA Council also provides equivalent services to the
other local PTA units within Mecklenburg County. The PTA Council
works very closely with the District 6 Director for NC PTA to insure
the success of the local units within our jurisdiction as well as
charter new local PTA units. The following provides additional information
about the structure and authority of the PTA Council.
What is a PTA Council?
A PTA Council is four or more local school PTA units that join
together to work on common projects, to provide leadership support
and development, and to provide opportunities for conferencing and
learning about common critical issues affecting children and youth.
Most councils throughout the country consist of 12-25 local school
PTA units. The Charlotte Mecklenburg Council of PTAs & PTSA,
Inc., with approximately 130+ local units in membership, is the
largest PTA Council in North Carolina and one of the largest in
the country.
Council Structure
The Executive Board is responsible for carrying out the work of
the PTA Council. The Executive Board includes seven elected officers,
various committee chairpersons and representatives as indicated
in the Council bylaws. Executive Committee officers are elected
by the voting body in May each year. The PTA Council president is
responsible for appointing committee chairpersons. Representative
positions include the superintendent of schools or a designee, principal,
teacher, CMS Department of Public Information, and school board
representatives.
Council Membership
All local PTA units are invited and encouraged to join the PTA
Council. Becoming part of a larger body united by the common PTA
mission and objects allows local PTA unit work to extend beyond
the limitations of a single school.
Many decisions that impact students, families, and staff in a local
school are made beyond an individual schoolhouse. Decision-makers
include district-level administrators and school board members,
county-level elected officials, state-level legislative bodies as
well as state-level education administrators and school board members.
By coming together in a council, we are in a position to monitor
more effectively and to influence major decisions affecting our
children and youth.
In the past, combined PTA Council and local unit efforts have successfully
advocated for improved funding for our public schools. Through committee
work with representatives from various local units, the PTA Council
has successfully influenced improvements in academic content standards
and curriculum development at the state and local levels.
Council Bylaws
PTA Council bylaws define and outline the general rules of deliberation
and business conduct of the Organization. The bylaws specify officers
and their duties, standing & special committees, election and
appointment processes, meeting dates & purposes, membership
dues and much more.
All bylaw amendments must be presented to and approved by the PTA
Council's voting body following 30 days notice. Council bylaws must
be updated at least every three years and must be submitted for
approval by the NC PTA.
